Substance Abuse (State Funded) Idaho Treatment ReferralsBPA is the statewide care management contractor who will screen and refer callers to approved substance abuse treatment programs. The Access to recovery program is a federal initiative designed to increase access to substance abuse services and offer participant choice among service providers. A BPA care manager will determine their financial eligibility and clinical needs, reviews choice among providers where possible and issues a voucher authorizing service reimbursement.
